bureaucracy (as in actions of government officials who are pompous but inefficient) n.: bumbledom
[This word is based on a character in Oliver Twist, by Charles Dickens]. Congress [has created a new job] to help a city [Washington, D.C.] with severe managerial and operational problems. [The appointee] will be responsible for making sweeping changes in no less than 80 percent of the government. It’s a tall order for someone new to Washington and to that unresponsive bureaucratic bumbledom known locally as the District government. (Washington Post, “The CMO’s Challenge,” 12/24/1997.)
